Richard Heinemann provides legal services to a wide range of municipalities and local governments in Wisconsin and throughout the upper Midwest. His primary focus is energy law, but his practice extends to all areas of municipal utility service, including water, wastewater, broadband and telecommunications. Heinemann advises clients on utility asset transfers, power supply and power purchase agreements, renewable energy project development, construction agreements, intergovernmental agreements, sustainability (“green”) practices, brownfield redevelopment, and regulatory compliance. He serves as general counsel for four municipal electric joint action agencies in Wisconsin, Illinois and Minnesota.
Heinemann has appeared frequently before the Public Service Commission of Wisconsin and the Federal Energy Regulatory Commission. He has served on the Sustainable Madison Committee since 2009 and is Board Chair of the Wisconsin Environmental Initiative. Richard has also served as chair of Boardman & Clark’s Executive Committee since 2014.
