Joseph Heim is former Chair of the Department of Political Science/Public Administration at the University of Wisconsin-La Crosse and is Director of the Public Administration Program at the University and acts as the university’s Legislative Liaison. He has served three terms on the UW-La Crosse faculty senate, including two terms as Senate Chair. Heim received his Bachelor's and Master's degrees from Marquette University and his PhD from the University of Wisconsin-Milwaukee. He served in US Navy from 1964-66, and was a Naval Reserve Officer from 1966-1984.
Heim is a political analyst for WKBT-TV (La Crosse) and occasional guest analyst on WPR. He is a member of the Board of Directors for a number of local and regional organization including the American Red Cross, The Chileda Institute, UW-La Crosse Foundation and Riverfront (La Crosse). Heim is a former Chief Justice appointed member of the Wisconsin Supreme Court’s Policy and Planning Committee and a past member of the Wisconsin Educational Approval Board. He also serves as a member of the Wisconsin Judicial Campaign Integrity Committee (a State Bar committee) and a member of a number of professional associations including the American Society of Public Administration, and the Wisconsin Political Science Association.
